The CSC CAR, based in Baguio City, serves as the regional oversight body for human resource management across all government agencies in the Cordilleras. Its primary mandate is to ensure that the constitutional principle of "merit and fitness" is observed in every aspect of public service employment. This includes the conduct of the Career Service Examinations (both Professional and Sub-Professional levels), the validation of appointments, and the adjudication of administrative cases involving civil servants.
