The Baguio City Planning, Development, and Sustainability Office (CPDSO) is a government agency of the City Government of Baguio, Philippines responsible for strategic urban planning, land use management, and sustainable development initiatives. It formulates, updates, and implements the city’s Comprehensive Development Plan (CDP), Comprehensive Land Use Plan (CLUP), zoning regulations, and related policies that guide Baguio’s organized growth and land use.
The office also integrates sustainability principles, environmental considerations, and community-based planning into city policies and programs. The CPDSO works with other city departments, stakeholders, and civil society to execute planning activities such as locational clearance review, zoning compliance, land use studies, and public consultations.
